Where to Find Numbering Information

Here are some of the most useful official sites for numbering information. PLEASE NOTE: These links are off-site and will launch a new browser window.

www.fcc.gov
Two sections of the FCC web site, and a third related site maintained by Neustar, are of particular interest:

  • www.fcc.gov/wcb is the home page of the Wireline Competition Bureau. Here you will find orders related to numbering topics, including the NRO orders.
  • www.fcc.gov/wcb/cpd/Nanc is the home page for the North American Numbering Council (NANC), a federal advisory committee that provides analysis and recommendations to the FCC on numbering issues. Here you will find their charter, meeting minutes, and membership lists.
  • www.fcc.gov/cbg/form499/499a.cfm provides an address and telephone number for each provider and identifies whether the provider offers local, wireless or toll services. The listed providers are those filing FCC Form 499-A, Telecommunications Reporting Worksheets.
  • www.nanc-chair.org is the home page for the Chair of the NANC. At this site, you can find presentations and reports provided to the NANC on issues currently being addressed by the Council.

This is the site for the Canadian Radio-television and Telecommunications Commission, the Canadian regulator.

www.nationalpooling.com
This is the site for the national pooling administrator.

www.npac.com
This is the site for the Number Portability Administration Center or NPAC. The NPAC facilitates local number portability, the ability to change your service provider while retaining your number.

This is the Canadian Numbering Administrator's site. It is the master reference for Canadian number assignment information and includes Canadian numbering information similar to that provided by nanpa.com for the US and its territories.

www.naruc.org
This is the home page of the National Association of Regulatory Utility Commissioners. NARUC and its committees frequently take positions on numbering issues. At this site you can find links to all of the state commissions' web sites.

www.itu.int
This is the home page of the International Telecommunications Union in Geneva, the group that sets international standards for telephone numbers. Although much of the information on the site is available to ITU members only, some documents are available to all, including a recent list of assigned country codes.

www.atis.org
This is the Alliance for Telecommunications Industry Solutions site. It has several sections of interest for numbering.

Within ATIS is the Industry Numbering Committee (INC). There are various subgroups active within INC, and you will find links to:

  • INC documents, where you can find all of the assignment guidelines for numbering resources.
  • INC working documents, where you will find documentation on, for example, what alternatives the industry is considering when we run out of 10-digit telephone numbers.

This site contains information about the 800 Service Management System (SMS/800) which is the central administration system for the management of Toll Free Services.

This is the home page for Telcordia™ Routing Administration, compilers and publishers of the LERG™ Routing Guide and other numbering documentation.

www.mbiadmin.com
This is the home page for the USA and Puerto Rico wireless number resource administrator for Mobile Identification Numbers (MIN), called the MIN Block Identifier (MBI). MBI Administration was created in 2002 when the MIN was separated from the Mobile Directory Number (MDN) and became a new number resource to support nationwide roaming, wireless number portability and number pooling.

This is the site of the National Exchange Carriers Association (NECA). NECA administers the FCC's "access charge" plan. (Access charges are the fees long distance companies pay to access the local phone network to complete calls.)

This is the site of the Interim Routing Number Authority (IRNA) for the pseudo Automatic Number Identification (p-ANI) codes which are used for routing emergency calls for Voice over Internet Protocol. (VoIP) services
